I'm afraid it's not so easy. There is only one parameter, which allow the size of request to the server.
For the attachments size check you have to first upload it, then you a re able to trigger an error message.
For one of the clients an enhancement of WDC /SAPSRM/WDC_DODC_NA have been done.
